Sealed bids will be received at the EADS Architects, Inc. (EADS Group) Office, 450 Aberdeen Drive, Somerset, PA 15501 until 2:00PM (EST), prevailing time on Thursday February 26, 2026 for the following contracts:
Room 26 Renovations and Library Enhancement Project
Contract No. 1 – General Construction
Contract No. 2 – Mechanical Construction
Contract No. 3 – Plumbing Construction
Contract No. 4 – Electrical Construction
On Thursday February 26, 2026, the Somerset County Library will open sealed bids marked “Room 26 Renovation and Library Enhancement Project at the Somerset County Library.” Bids will be received up to 2:00PM for the furnishing of all labor and materials required for the performance of said work. Sealed proposals will be received at the EADS Architects, Inc. – Somerset Office at 450 Aberdeen Drive, Somerset, PA 15501. Sealed bids will be publicly opened and read aloud at the office of EADS Architects, Inc. immediately following the scheduled closing time for the receipt of bids. All bids shall conform to the Contract Documents prepared by EADS Architects, Inc., and its consultants.
The Project consists of the construction of renovations for Room 26 and enhancements to the Somerset County Library. The area of work for the renovations and enhancements combined is approximately 3,325 sf and shall be within the existing Library and Room 26 at 6022 Glades Pike, Suite #120, Somerset, PA 15501.
The contract documents (drawings and project manual) are on file at the office of EADS Architects, Inc., 450 Aberdeen Drive, Somerset, PA 15501 for viewing by interested Bidders, office hours are Monday through Friday between the hours of 9:00AM and 5:00PM. An electronic copy of the contract documents may be obtained upon the deposit of forty dollars ($40.00), which price includes 6% Pennsylvania State Sales Tax for each set. No refunds will be made. To access the electronic format the bidder must have a valid email address and will require an internet connection. All contractors submitting bids for this project must purchase a set of contract documents.
A mandatory pre-bid meeting will be held at the Somerset County Library (project site) at 12:30PM on Thursday February 5, 2026. All bidding contractors must attend this conference to be eligible to bid the work.
Bidders shall submit questions or requests for clarifications in writing via email and can be directed to Erin Fisher at efisher@eadsarchitects.com. All questions or requests for clarification must be submitted by 5:00PM on Thursday February 12, 2026. Responses to questions and requests will be issued via addenda by 5:00PM on Thursday February 19, 2026.
Proposals shall be accompanied by a Bid Bond, Cashier’s Check, Trust Company Treasurer’s Check or Certified Check made payable to the Somerset County Library in an amount of not less than ten percent (10%) of the Bid proposal.
No Bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof. In the event the Contract cannot be awarded within the specified period, a time extension may be granted by mutual agreement between the Owner and the Bidder. The Agreement Form shall be AIA Document A101-2017 “Standard Form of Agreement Between Owner and Contractor.”
Attention is called to the fact that work under this aforementioned Contract is subject to the requirement of the “Pennsylvania Prevailing Wage Act.” Work under this contract is subject to the requirements of the “Public Works Employment Verification Act.”
The Owner reserve the right to reject any bids, or to waive any informalities in the bid process when it is in the interest of the Owner. The Owner may reject the bid of any bidder who is not in a position to perform the Contract. The successful bidder will be required to furnish satisfactory Performance and Labor and Material Payment Bonds. The successful Bidder will be required to fully complete all work within (168) calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed (anticipated March 2026). Liquidated damages in the amount specified can be accessed for failure to complete the work in the allotted time.
